Finely chop the shallots, onion, and greens, and mix them. Cut the small hot peppers in half.

Place pieces of fish fillet on 4 rectangular sheets of foil. Season with salt and pepper, cover with herbs and hot pepper on top. Drizzle with lemon juice.
