Cut the bacon slices in half crosswise, roll each piece, and secure with a wooden toothpick.

Heat canola oil in a large skillet over high heat. Season the chicken with 1/4 teaspoon of salt. Add half the chicken to the skillet skin-side down, scatter bacon around the chicken, and fry until the chicken is golden brown and the bacon is crispy, about 4–6 minutes per side. Transfer the chicken and bacon to a plate. Repeat with the remaining pieces of chicken.

Wipe the skillet and return it to medium heat. In a medium bowl, mix the potatoes with olive oil and season with 1/4 teaspoon of salt. Pour the potatoes and oil from the bowl into the skillet. Place the potatoes cut side down and cook for 6–8 minutes until golden brown and crispy. Flip and cook on the rounded sides until crispy for about 2 minutes. Add onion, pepper, and rosemary and stir. Cook covered, shaking the skillet occasionally, for 5 minutes.

Return the bacon and chicken (with the juice) to the pan among the vegetables, cover, and cook for 5 minutes, shaking the pan occasionally.

Open the lid and cook until all the liquid evaporates, the chicken is cooked through, and the potatoes are tender, about 5 minutes.
