Heat a skillet over high heat. Add whole garlic cloves and sauté. In a blender, combine the sautéed garlic cloves, oil, chipotle peppers, 1 chopped onion, and juice of 2 limes. Blend until smooth. Cut the steak into 4 pieces, place in a bowl, generously coat with the marinade and let sit for 1 hour at room temperature or up to 4 hours in the refrigerator.
