Heat oil in a pan. Add onion, celery, and salt. Cover and simmer on low heat for 10 minutes.
- Olive oil: 1 tablespoon
- Onion: 2 heads
- Celery stalk: 2 stems

Put the parsley stems, half of the parsley leaves, oil, and spices in a blender and blend until it becomes a paste.
- Parsley: 1 bunch

Add this paste to the fried onions along with paprika. Fry for a few minutes.

Place the fish and mussels on top of the sauce. Cook for 5 minutes until the fish starts to flake and the mussels open. Remove any mussels that did not open.
