Boil the potatoes in salted water, add milk and mash into puree. Finely chop the onion and grate the carrot. Sauté the onion and carrot together in a small amount of oil until soft. Add the fish mince and cook for another 5 minutes while stirring. Then add finely chopped herbs, a spoonful of flour, and two spoons of sour cream to the fish. Mix well.
