Chop the onion as desired (finely, coarsely, in half rings), mince the garlic. Wash the peppers and remove the seeds. Cut the sweet pepper into cubes and the chili into small pieces. Blanch the tomatoes in boiling water for 5-7 minutes, then peel them. Cut into large pieces.
- Onion: 1 head

- Sweet pepper: 2 pieces

Heat some vegetable oil in a pot. Sauté the onion and garlic together. Once the onion becomes transparent, add sweet and hot pepper. Pour in half a glass of hot water and simmer for 8-10 minutes.

While it simmers, heat oil in a pan and fry the minced meat, breaking up lumps with a wooden spatula, for about 7 minutes. Season with salt and pepper to taste, and mix.

Add beans, tomatoes, and tomato paste to the pot with vegetables, simmer for about 4 minutes, then add the fried minced meat and pour in about 500 ml of hot water (add water by eye - the vegetables should simmer in it, but it should evaporate). Simmer for 10 minutes at a low boil.
