For the brown syrup, combine water, sugar, and broken cinnamon sticks in a small saucepan. Place over medium heat and boil until it simmers. Remove from heat, cover with a lid, and let sit for 10 minutes. Remove the cinnamon, return the syrup to heat, add brown sugar and cook over medium heat until the sugar dissolves. Remove from heat, cool down, and pour into an airtight bottle for use.
