Pour water into a pan and add sugar, anise, cinnamon, chili, orange juice, and zest. Bring to a boil and cook for 5 minutes, then reduce heat. Add diced apple and pear, then dried fruits, cover, and simmer for 45 minutes to 1 hour until soft.
