Cut the watermelon rind (only the white part, not the green) into very thin strips and place them in a pot of boiling water. Boil for 3 minutes, then drain.

In a pan, mix sugar, vinegar, mustard, turmeric, ginger, salt, and celery seeds. Bring to a boil, reduce heat, and cook for 2 minutes, stirring. Add watermelon rinds and cook uncovered for 30 minutes until all the liquid evaporates. Cool and transfer to a container.
