Boil the pasta in salted boiling water according to the package instructions. Drain the water, toss with vegetable oil, and set aside.

In a saucepan over medium heat, melt butter with flour and milk, stirring continuously with a whisk until the mixture boils and thickens. Cook the mixture for 5 minutes, avoiding strong boiling. Add chili, paprika, cream, mustard, minced garlic, parmesan, and feta to the mixture. Cook for another 5 minutes, stirring constantly, until the cheese melts and the mixture becomes smooth.
