In a small skillet, melt 2 tablespoons of butter. Grease the baking dish with half of the melted butter. Mix the remaining butter with breadcrumbs. In another skillet, fry the flour until golden and transfer it to a plate.

In a large skillet over high heat, melt the remaining butter. Add the flour and cook for 1 minute. While constantly stirring, pour in the milk in a thin stream. Bring the mixture to a boil, reduce the heat, season with pepper, and cook while stirring until thickened. Remove the sauce from heat.
