In a small bowl, mix soy sauce, rice vinegar, oyster sauce, chili sauce, and cane sugar; set aside temporarily. Add buckwheat noodles to the boiling water and cook for 4 minutes, then drain in a colander and add sesame oil. Place the noodles in a bowl.

Coat the meat with corn starch on all sides.

Heat vegetable oil in a large skillet (on high heat). Add mushrooms and sauté until browned, then add bell pepper and red onion. Stir and sauté the vegetables until they are soft. Add carrots and continue stirring. Now add the meat and keep cooking.
