Pour rice with cold water in a ratio of 1:1.5, bring to a boil, cover with a lid, and cook on medium heat until all the water evaporates for 6-7 minutes.

Chop the green onion coarsely; dissolve the remaining starch in chicken broth.

Remove the lemongrass and sauté the beef over high heat in olive oil for 2 minutes, stirring constantly, then add the sauce and starch, add oyster sauce, and bring to a boil.
