In a bowl, mix vinegar, thinly sliced pickled peppers, celery, jalapeño, half of the red pepper flakes, salt, and pepper. Cover the dressing and refrigerate overnight.

Preheat the oven to 180 degrees. Mix the remaining pepper flakes, basil, oregano, minced garlic, salt, and pepper in a bowl. Place the beef tenderloin in a baking dish and rub it with the spice mixture. Bake for 20 minutes, reduce the temperature to 160 degrees, and bake for another 20 minutes. Mix the remaining spice mixture with 1 liter of water. Pour the mixture into the pan with the tenderloin and bake for another 20-30 minutes. Place the cooked meat on a cutting board and let it cool. Skim the fat from the remaining broth.
