    Wash the green sweet pepper pods, cut off the stem, and clean out the seeds. Do not throw away the stem.

    Boil the rice until half-cooked, drain it, and let it cool. You can keep tomatoes in the pot with the rice to make peeling easier later.

    To prepare the sauce, sauté chopped onion in a deep pan or double boiler with a little oil, then add grated carrot.

    When the vegetables are soft, add grated pepper stems and diced peeled tomatoes. Season with salt and pepper. Simmer for a couple of minutes over medium heat.

    While the sauce is being prepared, mix the minced meat with rice and grated garlic, and tightly stuff the peppers. I did not salt the minced meat.

    Place the peppers in a deep baking dish and pour hot sauce over them. Put in a preheated oven for 1 hour. Occasionally turn the peppers, as the sides sticking out of the sauce can burn. I should mention that my oven does not have a temperature setting.
