Preparing potatoes: I usually use a blender, but if there isn't one, you can grate the potatoes on a fine grater. So, add eggs, a spoon of flour, milk (about 100 grams or less to taste), salt and mix into the finely grated potatoes. The consistency of the potatoes should be like thin sour cream.

Add two tablespoons of milk (can be a little less) to the minced meat, finely chopped onion, salt, pepper, and mix well.

In a heated pan, place the potato in a small pancake shape, then add the minced meat on top (I use about two teaspoons of minced meat for each potato pancake) and cover the minced meat with potato (so the minced meat is inside). Fry until golden brown over low heat.
