Rinse the rice and drain it in a colander. Set aside. Peel the onion, slice it into thin half-rings, and sauté in heated oil for 8 minutes. Add the minced meat and cook until the meat changes color.

Wash the pepper and cut it into small cubes, removing the core. Add the pepper, tomatoes, and rice to the minced meat. Season with salt and chili powder, and mix well.
