Thaw the herring, remove the heads, and cut into large pieces of equal width.

Place a bay leaf and pepper at the bottom of a small pot, then arrange the herring vertically (like saury in a can).

Mix the cooled tea, broth, salt, and oil.
- Black tea: 250 ml
- Chicken broth: 1 glass
- Salt: 1 teaspoon
- Vegetable oil: 0.7 glass

Pour in the herring. Bring to a boil over high heat, then reduce the heat to low and simmer covered for 2 hours (add water or broth if necessary).
